  •  Unanimous vote by County Board of Supervisors, no protests of contract award
  • First and only use by County of multiple development agreements awarded in a single contract award

$50M P3 capital project

  • Terminated a 4 year long, County led search, for lease within 30 days after assignment to manage the project
  • 6 months from assignment of project received authority to acquire, bond and build new 122,000 sq ft facility
  • First successful use of single-solicitation P3 contract award in State of California
  • First successful use of 63-20 Lease revenue bond in State of California
  • Unanimous vote by County Board of Supervisors, no protests of contract award

$270M L.O.I. 

  • Foreign fund as source of debt funding for U.S. based P3
  • Debt service of taxable debt MATCHED debt service of tax-exempt

Mission Statement

I truly enjoy "The Deal". Envisioning a capital or regional economic development project and then working toward that project's final delivery is an inspiring reward. The opportunity to create a significant impact in a community is an honor. These projects are for the public benefit and I am passionate about delivering that benefit with each project.

  • Enable private investment, not public debt, to be the source of project funding
  • Intelligently assemble Public Assets in order to create long term revenue for the public benefit

THE GOAL:

  • Capture revenue for government
  • Deliver societal goals through project revenue not debt
  • Encourage enthusiastic competition among private sector partners

THE CHALLENGE:

  • State and Local government notoriously under-value public assets and accept otherwise avoidable risk
  • Government also holds itself unaccountable for this lower standard of performance

THE SOLUTION:

  • Abandon the stale public works process of operating in silos
  • Effectively consolidate public needs and assets into a single contract award
  • Appropriately scope a project to attract private investment
  • Scale this proven model to a National level and deliver a renewal of infrastructure, all in the near-term
