Honor Ranch – PDC

Honor Ranch – PDC is a sustainable net–zero project which provides key opportunities to fulfill the Board of Supervisor’s agenda of economic, small business and workforce development. The development area encompasses over 2,800 acres of County-owned land that is situated east of the 5 freeway, south of Tapia Canyon road, North of Biscaliluz Drive, and is adjacent to the Pitchess Detention Center (PDC). The project area will incorporate four separate development scenarios under a single master development agreement. The single contract award will attract private investment and create new County revenue sources to provide for the replacement and enhancement of County facilities and infrastructure.  

Project Purpose:

  • Provides new sources of revenue to the County
  • Significantly improves valuation of County assets in P3 development
  • Eliminates blighted conditions and under-utilized County lands
  • Provide necessary infrastructure upgrades to a critical County facility
  • Launches the County Community Choice Aggregation Initiative with the substantial production of renewable power
  • Innovative use of significant under-utilized County lands within security perimeter of an essential facility
  • Create revenue streams to the County.

Project Scope:

Integration of four development strategies; land, renewable power generation, regional water reclamation, and the replacement of a cogeneration power plant (Co-Gen).
